Alamo Bay est un petit port de pêche texan. Des réfugiés vietnamiens ont choisi de s'y installer. Ils sont mal acceptés par la population composée en grande partie d'artisans-pêcheurs dont la situation est déjà précaire. Des accrochages fréquents ont lieu entre les deux communautés.
