Cipollino est un petit oignon qui vit au pays des Fruits et des Légumes. Il est très pauvre mais très brave et il est toujours prêt à rendre service aux autres. Si sa vie est difficile, c'est parce que toutes les terres appartiennent à la famille royale des cerises et que le royaume croule sous les impôts. Ainsi, le Père Citrouille s'est construit une cabane mais le contrôleur des impôts la Tomate veut la lui confisquer parce qu'il n'a pas payé de taxe dessus ! Heureusement, Cipollino vient aider son ami mais il est repéré par les autorités et notamment par le général Citron qui veut confisquer toutes les maisons des habitants qui ne peuvent pas payer de taxe. Cipollino risquant la prison, son père s’accuse à sa place, se livre à la police et se fait jeter en prison.
