Kamen Rider Decade: All Riders vs. Dai-Shocker is the film adaptation of the 2009 Kamen Rider Series Kamen Rider Decade. As Decade is billed as the 10th anniversary series of the Heisei period run of the Kamen Rider Series, the film features all ten of the lead Heisei Kamen Riders, as well as all of the Shōwa period Kamen Riders, leading to a total of 25 Riders (with three secondary Riders and three Diend-summoned Riders).

Set in a solitary island school where only students who have caused problems are gathered, and communication from the world is cut off. Homura Itsuki comes to the school as a transfer student. At the school, there is a study group for the 19th-century French cruel drama "Grand Guignol", and Itsuki ends up joining that study group. In addition to the members of the study group, the teachers who manage them, the head chef, the mysterious new teacher, and other people who gather at the school are somewhat suspicious. And finally, a serial murder case like "Grand Guignol" occurs. On an isolated island with no way to escape, Itsuki and his friends are caught up in the vortex of fear of death and love and hate between men.

Une mystérieuse créature détruit 70 % de la Lune. La créature prévient alors que si elle n'est pas détruite avant le mois de mars de l'année prochaine, il détruira la Terre. La créature exige aussi de devenir le professeur principal pour la 3e classe E à Kunugigaoka Junior High School. Le gouvernement ne peut refuser. La créature devient alors le professeur principal de la classe qui se compose d'étudiants ayant échoué, y compris Nagisa Shiota. La créature est appelée Teacher Koro. Pendant ce temps, le gouvernement demande aux étudiants de tuer le Maître Koro qui a promis de ne pas leur faire de mal.

High school students Takeshi and F1 were working part-time to earn money by stealing mopeds and selling them to delinquents. One day, Ayaka, who has transferred to the school Takeshi attends, joins them, and the three of them decide to steal a moped. When he tries to steal a moped parked in his apartment, he is found by a woman wearing a mask who seems to be the owner. Takeshi and his friends escape on a motorcycle, but they are quickly overtaken by a running woman with unbelievable physical abilities. This masked woman was a slit-mouthed woman who ran 100m in 6 seconds with her mouth split all the way to her cheeks.

Nozomi Kuroda is in the 2nd grade of high school. One day, she finds a letter in a classroom desk. The letter has only the word "like" written on it. The person who wrote the letter is Jun Setoyama. He happens to be the most popular boy at the high school. Nozomi Kuroda feels embarrassed, but she eventually leaves a reply in a shoe closet at school. This is how their secret exchange diary begins. Nozomi Kuroda soon learns that the intended recipient for the first letter was her best friend. Nevertheless, Nozomi Kuroda is attracted to Jun Setoyama, who expresses his thoughts and feelings unlike her. She's unable to tell him the truth that the person exchanging messages is her and not her best friend.

Jun and Yoriko are a couple living in the same apartment. Always busy with work, Sunday is the only day they can spend in each other's company. One day Yoriko decides to "smoke" cook some food. Preparing the food together, waiting for it together, eating together… as long as they're together, they're happy.

Hiroto Miyama est un jeune avocat non conventionnel atypique. Il ne s'intéresse qu'aux affaires pénales en ayant en tête avant tout la recherche de la vérité. Au Japon, le taux de condamnation dans les affaires pénales est de 99,9%, ce qui témoigne d’un système judiciaire "extrêmement fiable". En d'autres termes, une fois qu'un suspect de crime est mis en accusation, les arguments du procureur font loi. Face à ces 99,9% de chances de condamnation, être avocat de la défense spécialisé dans les affaires pénales est quasiment sans espoir, mais pas pour Miyama qui fera tout pour faire éclater la vérité du 0.1%.

Son plat préféré ? Les ramen. Son arme fétiche ? Le Pistolet Spirituel. Un ado rebelle doit apprendre à manier ses nouveaux pouvoirs pour sauver les siens.

Dans son école précédente, l'enseignante Akira Kamiyama a essayé d'empêcher un cas de harcèlement et ça s'est retourné contre lui. Depuis, il décidé de ne pas s'impliquer si ce n'est pas absolument nécessaire. Il commence alors à enseigner dans un collège et emménage dans un nouvel appartement. Il découvre alors que son appartement abrite également un fantôme nommé Akane, qui était enseignante avant sa mort.
