22 mai 1963. Insatisfait de la situation sociale et politique en Turquie, un groupe d'officiers militaires a planifié un coup d'État pour renverser le gouvernement à Ankara. Pendant ce temps à Istanbul, les conspirateurs ont entrepris la mission vitale de prendre le contrôle de la radio nationale et de faire une annonce officielle sur le coup d’État. Mais rien ne se passe comme prévu. Confrontés à de nombreux obstacles, notamment une soudaine tempête, l’absence de technicien à la radio, une trahison, l’absence de retour d’Ankara et leur propre insuffisance, les conspirateurs se bousculent pour tenir leur plan et annoncer le succès du coup d'État dans la capitale.
