En 1924, Chip Hardesty prend la direction d'une nouvelle équipe créée au sein du FBI pour débarasser la Louisiane du Ku Klux Klan. C'est la première fois que la Police Fédérale peut enquêter librement et triompher sans être le jouet des partis politiques. Durant les années suivantes, Chip accomplit de nombreuses missions à travers les USA, suivi dans ses déplacements par sa femme et ses trois enfants. C'est l'époque où trois tueurs, Pretty Boy Floyd, Dillinger et Baby Face Nelson règnent sur le territoire Américain. Obtenant enfin le permis de port d'armes, les agents du FBI peuvent passer à l'action pour capturer les Gangsters. Un premier groupe arrête nelson dans le Wisconsin, mais celui-ci tue un policier et prend la fuite. Un second groupe abat Dillinger à la sortie d'un cinéma de Chicago tandis qu'un troisième, dirigé par Chip liquide Floyd. Le FBI redouble d'activité et organise la chasse aux bandits de toutes sortes. Il devient bientôt la plus grande Police du monde...
