Unfortunately, the cards holding them that should have been kept secret are accidentally unleashed on the world. High school student Houtarou Ichinose is tasked to retrieve all the Chemies released around the world. Using the Grasshopper Chemy, Hopper-1, and the Steam Locomotive Chemy, Steamliner, he transforms into Kamen Rider Gotchard!

Itsuki "Ikki" Minami est un collégien plutôt baguarreur vivant chez quatre sœurs, qui l'ont recueilli alors qu'il était encore très jeune. L'une d'entre elles, Ringo, qui est dans la même classe qu'Ikki, est secrètement amoureuse de lui, mais se réfugie derrière ses soi-disant liens fraternels, pour cacher sa timidité. Ikki est attiré par les AT, non seulement à cause d'une fille dont il est tombé amoureux (Simca) qu'il vient souvent voir s'entraîner au même endroit, et de part les possibilités que ceux-ci offrent. Et c'est dans la maison des quatre sœurs, dans une pièce où il ne devait pas entrer, qu'il va découvrir des paires d'AT appartenant aux quatre sœurs, ainsi que l'emblème de leur équipe, bien que ne sachant pas ce que celui-ci représente. Il s'empare finalement d'une paire d'AT et de l'emblème et sort pour rider. Voilà comment Ikki va se découvrir des dons étonnants concernant la pratique de ce sport, celui dont on dit qu'il sera le prochain roi du ciel.
