Petar is a young police officer living with his parents in a small house, and they are about to face eviction. During one distraint, Petar oversteps his authority and tries to protect the older married couple whose property is being seized. Petar knows that the system doesn't work. However, things are not that simple.

Next to a small Dalmatian town of Murvice oil was found, and politicians make a hasty decision to build a tanker port, although there is no oil in the quantities required for exploitation. Urged by his ambitious wife, the engineer Slobodan Despot becomes director of the port construction, which his wife's lover skillfully exploits to use Despot as scapegoat. The construction of unprofitable airport gradually destroys the patriarchal structure of Murvice, as well as Despot's personal life and ideals, which he tried to restore by having affair with the young and unspoiled girl.

Le jeune prête Fabijan arrive dans une petite île croate pour reprendre les rênes de la paroisse. Préoccupé par le taux de natalité médiocre, il met en oeuvre un plan pour inverser la tendance : en complicité avec le vendeur du kiosque local, Petar, très religieux, il se met à percer tous les préservatifs vendus par ce dernier. A ce plan s'associe le pharmacien Marin, qui remplace les pilules contraceptives par des vitamines. Très vite, mariages et naissances se multiplient, un phénomène qui amène vite sur l'île une foule de visiteurs étrangers qui n'arrivent pas à concevoir...
