Two salesmen travel to a small South American Country to peddle their wares. However the country is in the middle of a major conflict between the Government led by Diaz and the rebels led by Torez. When Torez is accidentally killed the rebels mistaken pick up one of the salesmen, Eric, as he looks like Torez. Eric and Ernie are promised millions to carry on the charade once the rebels take charge. However once Eric takes charge he finds himself back in danger as scheming general Carillo plans to remove the impostor from his role.

Le Grand Vorelli se produit à la fois en tant que ventriloque et hypnotiseur. Dans son numéro, il utilise une marionnette nommée Hugo, celle-ci bouge sans que l'artiste ne la manipule... Après avoir fait la connaissance de Mark et Marianne à l'issue de son spectacle, le Grand Vorelli fait de Marianne l'une de ses victimes, ce qui incite Mark à enquêter sur le passé de ce mystérieux personnage.

Not strictly TV productions, "The Scales of Justice" were cinema second features produced for Anglo Amalgamated running around 30 minutes and followed the "Scotland Yard" series of shorts also introduced by Edgar Lustgarten. Production was sporadic (presumably filling gaps in the Edgar Wallace schedule), the first three released Nov-Dec 1962, a second batch of three released Sept/Oct 1963, two more in Feb 1965, one in Dec 1965 and a final batch (in colour) Sept 1966 to March 1967. The usual Merton Park recipe of familiar British actors in tightly plotted screenplays (based on real cases) with better than usual B movies production standards. All thirteen have now (Oct 2012) been released on DVD by Network.
