Trois chômeurs, Henri, Victor et Emile, fondent un nouveau parti politique. Pour la représentativité, ils s'adjoignent Sabine l'intellectuelle au R.M.I., Solange l'ex-militante communiste, Ahmed le Beur, et Yannick, patron travesti en chômeur pour les beaux yeux de Solange. Ce n'est pas facile de faire de la politique ; il faut élire le bureau, définir la ligne, changer de lieu de réunion quand les voisins protestent; il faut chasser les importuns, les donneurs de leçons, et écrire les tracts à la main. Les relations se nouent ; Henri rêve de gloire politique, Victor dérive loin du réel, Emile et Ahmed ne pensent qu'à séduire Sabine.
