Été 1969. Bernard Lortie, le fils d'un pêcheur gaspésien, débarque à Percé pour se trouver du travail. Il y fait la rencontre de Paul Rose, Jacques Rose et Francis Simard, des militants indépendantistes venus ouvrir La Maison du pêcheur dans le but de faire de l'animation sociale. Les frères Rose et Francis Simard se heurtent aux commerçants locaux qui partent en guerre contre eux. La situation dégénère. La violence éclate, incitant Bernard et ses nouveaux amis à renoncer au discours pacifique pour adhérer au Front de Libération du Québec (FLQ).
