Stone assures Weisner, head of the Coal Trust, that Larnigan will never start for Pennsylvania. Weisner is skeptical and informs Stone that if he does go he may be killed, as a strike is in progress. Weisner, a little later in Maxwell's home repeats the statement of it being an easy matter to kill Tom should be come to the coal country. Dorothy Maxwell and Kitty Rockford overhear the conversation. They decide to go to the coal country and lend their aid to Tom. 8th chapter in the Graft serial.

A senator fights for the passage of a war-preparedness bill, while foreign spies conspire to plan an invasion.

Gunman Chuck Connelly is hired to silence the new district attorney who has been pounding the graft organizations. Chuck goes to the D. A.'s home to threaten him, but is taken off guard when his victim's little daughter leans trustfully on his knee and looks up at him with a smile. The D. A. ignores Chuck's warning, and the gang orders the gunman to execute him. Chuck breaks into the house, but sees the little girl again and is unable to complete his task. Instead, he seeks out his girl friend, Annie Mangan, a Salvation Army reformer, and swears to end his life of crime.

Realizing that his mayoral campaign is in serious trouble, reform candidate Frank Grandell sends his people out to dig up some dirt on Art Hoke, the boss of the city's political machine.
