Orléans is a typical provincial Russian town on the banks of a salt lake called Yarovoye. The town is 'steeped in evil'. But it isn't some great evil. This evil is of a banal and everyday type: Lida the hairdresser has indiscriminate affairs, followed by numerous abortions; Rudik the doctor enjoys an endless supply of women, thanks to his position, neglecting his paralyzed father who lives with him and hoping the old man will die soon; the local officer of the law has no qualms about committing murder; a magician from the local circus might actually be sawing women in half on stage... One day, a mysterious man appears in this quiet backwater town. He goes by the title of the Executor: at least that's what it says on his business card...

A wealthy pharmaceutical business owner, Edik is used to managing and controlling. But fate brings him an unexpected surprise. The unemployed artist Petrovich, who decided to say goodbye to life, falls from the roof of a skyscraper onto a brand new expensive businessman’s car. Is the miserable life of a loser worth that kind of money? Moreover, he will never be able to return them. But debt must be received at all costs, for Edik it is a matter of principle, forgiving others is not in his rules. Edik decides that Petrovich will work for him for free, he has every right to do so, because he is a real master of life. Or does he only think so, and everything can change at any second and turn over exactly the opposite?

The current mayor of the city of Sineozyorsk, Arkadiy Anikeyev, is caught taking a bribe on an especially large scale, after which, by a court decision, he is placed under house arrest and must stay for a long time at his place of residence in a communal apartment. Arkadiy is abandoned by his wife, to whom all the property was recorded. Once in a communal apartment, Anikeyev runs into Ivan Samsonov, with whom they were neighbors in a communal apartment in childhood. Leaving aside disagreements, Anikeyev decides to help Samsonov become the new mayor of Sineozyorsk, so that he will help to remove all charges from him.

Vadik, a young opera singer from Moscow, is being transferred to St. Petersburg because his fiancee lives here. As a mentor, Vadik receives a senior operative, Captain Gosha Kolpakov, a psychotic suicidal and misanthropic man living the darkest moment of his life. Two partners travel around St. Petersburg near Bulanov and investigate the case of the disappearance of the corpses of young girls from morgues.
