Set during the background of the World War 2 Japanese surrender in 1945, the movie tells the tale of a lawless city where underworld crime runs rampant

Shui Sheng witnessed his father being killed by the "water monkey" monster when he was young. Ten years later, the water monster reappeared and killed the younger brother and father of the heroine Xiang Lan. In order to save her, Shui Sheng launched a fierce battle to break feudal superstitions and to catch the water monster.

There was a murder case in a French building in Xiaocheng. Bai Xiaonian brought Luo Meng to the scene. The glamorous female body and the footprints of three men in the scene made Luo Meng fall into contemplation.

In order to accomplish his mission, the stakes are high as Xiao Bao pits his intelligence in a story revolving around a series of scammers involved in counterfeit drugs and other criminal activities.
