Doi of the Maeda Construction Company's Advertising group has little passion for his work. One day the group's leader Asagawa declares, "Let's build the hangar for Mazinger Z!" Having been dragged in by Asagawa, Doi and his co-workers commence putting on appearances of having taken on this request from a fantasy world.

Finalement, Meebo commence à vivre seul. Au fil des rencontres et des retrouvailles, il est toujours aimé de son entourage et avance droit vers son unique voie.

L'histoire alterne entre le passé et le présent, liés par une chanson fatidique. Pendant la Seconde Guerre mondiale, le sous-marin japonais I-77 combat un destroyer américain au large d'Okinawa. Avant de partir en guerre, le capitaine a reçu un cadeau de son amant, la partition d'une chanson intitulée Manatsu no Orion. Soixante-quatre ans plus tard, sa petite-fille découvre la partition et la signification de la chanson.

Saigo Takamori, the hero of the Meiji Restoration, was born to a poor, low-ranking samurai family in the Satsuma domain (present day Kagoshima Prefecture). His simple honesty caught the attention of its charismatic feudal lord of Satsuma, Shimazu Nariakira. Nariakira’s assertion that the love of people is what will enrich and strengthen the nation captivated Saigo who took on Nariakira’s secret mission and eventually became a key person for Satsuma. Not a portrait of him survives today and much of his life is a mystery. He is a man who was twice exiled and thrice married. He overthrew the Tokugawa Shogunate with exceptional bravery and action. Although he accomplished the restoration, he lost his life in a fight with the new Meiji government.

Without an official spy organisation, Japan is seen as a hotbed for crime by foreign and domestic criminal groups. Meanwhile, there are people who intend to set up a police organisation like the FBI in the US and strengthen the Japanese police by enacting a bill to expand its powers. Before long, the K13 gets embroiled too and a huge conspiracy is revealed.
