After villager Gu Dahe reports criminal leader Wei Tianlang, he mysteriously disappears, and his sister dies under suspicious circumstances. Amid a nationwide anti-crime campaign, Lei Yang, captain of the criminal investigation unit, steps in to uncover the truth and bring justice.

The special homicide case that was unsolved in 1997 resurfaced 13 years later. Criminal policeman Wei Zhengrong, who wasn't able to find out the real murderer that year was traumatised and left the front line. Justice Bao is a Mainland Chinese television series, starring Jin Chao-chun, Kenny Ho and Fan Hung-hsuan. The three actors first portrayed their respective characters in the 1993 Taiwanese hit Justice Bao. Lung Lung from the 1993 series also reprised his role.
