Il est prévu que les autres membres de l'équipe soient sélectionnés par ordinateur, mais le choix de l'algorithme se porte sur des agents incapables et inaptes à mener les enquêtes. Ce n'est qu'avec l'aide involontaire de deux voleurs qu'ils parviennent à démasquer l'important politicien impliqué dans le scandale du méthane.

Un puissant trusteur de bananes, Torcillo, veut cependant s'emparer de ce marché mais Joe expulse ses hommes venus examiner l'île. Torcillo ayant des relations, Joe a vite des ennuis avec les autorités, surtout lorsque les policiers constatent qu'il n'a aucun papier d'identité ni permis de commerçant. Banana Joe se rend donc à la ville pour obtenir les papiers nécessaires. Il se rend vite compte que ce n'est pas aussi simple et connaît diverses mésaventures. Pendant ce temps, Torcillo s'empare de son île et fait construire une salle de jeux en plus d'une usine de traitement de bananes, croyant pouvoir faire des profits en toute tranquillité, mais Joe n'a pas dit son dernier mot.
