Shanker is a young man who lives in a small village community with his mute sister, Durgi, and his mom, Shanti. Shanker's efforts to get Durgi married are all in vain. The local money-lender, Lala, in his early 60s, comes to know about this and proposes to marry Durgi, but is refused, and asked to leave. Lala plots vengeance, and gets his chance to rape Durgi, resulting in the death of Durgi. Shanker hunts him down, and kills him. Lala's death involves the police, and Shanker must run from them. He does so, and joins a gang of dacoits and pledges to be part of their gang, not knowing that in so doing, he will be spending the rest of his life, hiding in caverns and the countryside, unable to see his mother anymore, nor any normal human being, for the rest of his life.

Anju lives a wealthy lifestyle with her widowed dad, Dhanraj, on a privately owned island. She studies in a hostel, plays on the football team, but is known for getting into fights with other girls, rather then taking part in this sport. But before that could happen, six men men who had duped by Dhanraj several years ago, arrive on the island incognito, enlist the assistance of the island's native people, led by Heera, who have been oppressed by Dhanraj and Captain Ashok, to recover their loot and kill Dhanraj and Anju. Inspectors Amar (Dharmendra) and Dayal (Raza Murad) in their attempt to arrest bandit Sher Singh (Amrish Puri),, get injured, Amar survives, but Dayal gets his legs crushed and becomes wheelchair-bound. Later, Amar arrests local politician Jagannath Prasad (Kader Khan), who gets released without being charged while Amar gets reprimanded, and decides to resign. Later, Sher Singh hijacks a bus and holds the passengers as hostages in exchange for 25 of his jailed associates. Dayal's granddaughter, Seema (Mandakini), is amongst them, and Dayal asks Amar for assistance. Amar, along with ex-convict, Qasim Ali (Shatrughan Sinha), and Karan (Karan Kapoor), a drug-dealer, does manage to rescue them but differences crop up among the trio and they part ways. Then Amar finds out that Qasim and Karan have masterminded a plan to facilitate the escape of the 25 convicts, and decides to confront them.
