This drama tells the story that after the September 18th Incident, the Japanese invaders intended to turn Linkou Town in the Northeast region into the first sovereign territory outside Japan. Fang Zhenyu, played by Hu Bing, was persecuted by the Japanese army when he refused. Luo Tianhua, a capable officer of the Military Statistics Bureau, disguised as a shop owner and lurked in Linkou Town.
